Mandate
FSGLTA MANDATE
The Free State Gambling,
Liquor and Tourism Authority (FSGLTA) is a public entity established to
regulate, promote, and develop the gambling, liquor, and tourism sectors in the
Free State Province. Its mandate is derived from the Free State Gambling,
Liquor and Tourism Act No. 3 of 2024 (as amended) and is guided by a
comprehensive legislative and policy framework.
Policy
and Legislative Framework
FSGLTA’s operations are
underpinned by a range of national and provincial legislation:

the Authority to license, regulate, and monitor gambling activities

- The Authority is
responsible for regulating the retail, distribution, and

- These Acts guide the
Authority’s role in tourism development, including destination marketing,
product development, and the regulation and registration of tourist

- The Authority
oversees the Phakisa precinct and supports major sport and tourism events
as strategic economic drivers.
Additional enabling
legislation includes the Public Finance Management Act (PFMA) No. 1 of 1999,
Promotion of Access to Information Act, Promotion of Administrative Justice
Act, Companies Act No. 71 of 2008, Labour Relations Amendment Act, Basic
Conditions of Employment Act, and the Constitution of the Republic of South
Africa (1996).
Alignment
with National and Provincial Policies
FSGLTA works closely with
national entities such as the Department of Trade, Industry and Competition,
National Gambling Board, National Liquor Authority, and South African Tourism.
These partnerships ensure that the Authority’s programmes are aligned with
national priorities and that policy implementation responds to the unique needs
of the Free State. FSGLTA also provides input into national policy reviews to
influence outcomes that support inclusive growth and development in the
Province.
Through its programmes,
FSGLTA contributes to economic growth, investment attraction, job creation, and
responsible sector governance in the Free State.
