FREE STATE GAMBLING, LIQUOR AND TOURISM AUTHORITY PROFILE
The FSGLTA was established in June 2017 after incorporation of former Free State Tourism Authority and Free State Gambling and Liquor Authority. The new Authority was established by FSGLTA Act No.3 of 2017 as amended. The incorporated entity gave birth to a regulatory entity and a destination marketing organisation.
Relating to liquor, the Free State Gambling, Liquor and Tourism Authority Act 6 of 2010 as amended in May 2024 (Act 3), the primary objectives are to:
- reduce the socioeconomic and other costs of alcohol abuse by
- implementing essential national norms and standards in the liquor industry as determined by the National Liquor Act 59 of 2003;
- regulating the micro manufacturing and retail sale of liquor or methylated spirits; and
- providing for public participation in the consideration of applications for registration; and
- promote the development of a responsible and sustainable liquor industry in a manner that facilitates
- the entry of new participants into the industry;
- diversity of ownership in the industry;
- an ethos of social responsibility in the industry; and
- local tourism and economic growth; and
Relating to gambling, the Act primary objectives are to:
- implement national norms and standards in the gambling industry as determined by the National Gambling Act of 1996, amended Act 7 of 2004 and amended Act 10 of 2008;ensure that
- all gambling activities are effectively regulated by provincial legislation, licensed, controlled and monitored;
- all members of the public who participate in any licensed gambling activity are protected by our Act.
- Gambling society and the economy are protected against over stimulation of the latent demand for gambling; and
- the licensing of gambling activities is transparent, fair and equitable;
- generate revenue for the Province in line with the GDP.
Relating to destination marketing, the Act provided the following objectives:
- market tourism;
- promote tourism;
- develop sustainable tourism within the Province;
- promote major tourism related events;and
- promote the development and marketing of tourism
